As a powerful quake struck off the coast of Tokyo this morning, nuclear authorities raised the nuclear emergency level to level seven, the maximum on the scale. The Fukushima nuclear plant has been releasing large amounts of radioactive material in the wake of last month's massive earthquake and tsunami. Preliminary estimates from the Nuclear Safety Commission of Japan suggest that more radiation may have escaped from the plant in the initial hours after the quake. If officials confirm the upgrading from five to seven on the International Nuclear Event Scale (INES) - a global measure from one to seven for nuclear crises - it will be the only time it has been applied other than the 1986 Chernobyl catastrophe.
